Mapping of New Development Areas (Using the Irkutsk Region as an Example)

Abstract
In modern conditions of geopolitical and economic instability, the development of new areas of development in Russia is not only a strategic necessity, but also a potential driver of economic growth. A key element in realizing this potential is the development of large-scale resource and transport projects that can stimulate investment and create new jobs. However, despite the pro- spects, there are some difficulties. First of all, it is necessary to overcome the raw material specialization of the economy, which dominates in most new areas of development. The development of manufacturing industries and the service sector in these regions is becoming a priority to ensure sustainable economic growth. Another serious problem is the high cost of the determinants of development due to the harsh climatic conditions and the inaccessibility of the territories. Building infrastructure, providing housing and social services to the population requires significant financial investments. The purpose of this study is to comprehensively study and map the areas of new development. The article touches upon some theoretical aspects of the idea of “mastering”. The authors emphasize the importance of using the cartographic method to solve many strategic tasks of territorial development. The combination and spatial “overlap” of various factors and elements using mapping allows us to give a holistic multidimensional view of these areas. The study is based on a cartographic methodology that includes the analysis of data on natural resources, socio-economic development and other factors.
