Features of the Development of the Tourism Industry in Municipalities of the Republic of Buryatia Located on the Coast of Lake Baikal

Abstract
The research of the tourism industry development in the municipalities of the Republic of Buryatia against the background of the events of recent years are devoted in the article. Most of the recreational potential of the republic falls on the municipal districts located on the Lake Baikal coast. Growing tourist demand for rest on the Lake Baikal shore forces us to rethink approaches to the use of recreational potential at the municipal level. The purpose of the work is to analyze the functioning of the tourism industry, assess the role and place of individual areas in the tourism industry and identify the main problems of tourism development. The characteristics of the study area are given. An analysis of the development of the tourism industry was conducted. The dynamics and spatial shifts of tourist flows were studied. The features of the tourism development in individual municipal districts were identified and their place in the tourism industry of the republic was determined. The conducted research allows us to note the sustainable tourism development in the republic. However, tourism here is influenced by various factors that determine the volume of tourist flows and the dynamics of its indicators. The increased demand for tourism services contributes to the stable tourism infrastructure development on the lake coast was established. The ranking shows the unevenness distribution of collective accommodation facilities across the districts. Only a third of them operate year-round. This has an impact on fluctuations in the number of people employed in the tourism industry, the revenue volumes and tax deductions. The analysis made it possible to identify the main problems of the tourism industry development at the municipal level, including a short high season, imperfect statistical accounting, the legislative and regulatory framework for tourism, the presence of a shadow tourism market, etc. The results of the research can be used in the development and adjustment of programs for the socio-economic development of the municipalities.
