Historical Siberian Central Cities of Regions: Potential for Development (the Case of Irkutsk and Tomsk)

Abstract
Irkutsk and Tomsk are large scientific, educational, industrial and cultural centers of Siberia. They are the administrative centers of huge constituent regions, which are natural resource-rich, there are primarily oil, gas and wood. Domestic regional capitals in post-Soviet conditions have become places for concentration of the economy, socio-economic development focal points of territories as a whole. The revealed trend is very typical for Siberian cities. Tomsk and Irkutsk are among the forty large urbanistic country centers. A register, a map of historical settlements in Russia and the dynamics of institutional support are presented. For almost 400 years, these territories have been evolving, becoming more urbanized and changing the Siberian spaces surrounding them. The main city-forming factors in different periods of development of Irkutsk and Tomsk, which determined the urban landscape of historical centers, are summarized. The article highlights the main feature in the Tomsk and Irkutsk long-range development. This is the strengthening of urban activity areas, concerned with the urban architectural heritage situated in these cities. The article examines a generalized characteristic representing the gross share of Tomsk and Irkutsk participation of in various areas and characterizing these cities as centers of concentration of economic activity in constituent regions. Regional statistical databases, actual long-range development documents of the urban areas, economicgeographical, historical and urban planning scientific published works were used in preparing an article.
