The Impact of Socio-Economic Environment Transformations on the Population Life Quality of the North of Irkutsk Region

Abstract

The results of determining the impact of the socio-economic environment characteristics and its modern transformations under new industrial development on the subjective assessment of the life quality of the North Irkutsk Region population are presented in the article. The research was carried out on the example of three northern districts (Ust-Kutskij, Katangskij and Kirenskij), which have a common vector of economic development associated with active industrial development of the oil and gas resources. The comparative geographical, statistical and social research (questioning and interviewing) methods were used. For the quantitative analysis of the collected data the principal components method was applied. It has been established that the level and quality of the settlement transport accessibility, which also correlate with indicators of age and health, and in particular cases (the Katangskij district) with plans to change a place of residence, has a significant impact on the subjective assessment of the life quality by the locals. The influence of the respondent social status and the level of the criminal situation in the settlement are also significant in the life quality assessment. The influence of the oil and gas industry on the subjective life quality assessment is mediated, and the direct impact appears in cases of labor involvement of respondents or their family members in this economic sector. In most cases, respondents note the problems of inequity in the distribution of incomes from this economy sector between budget levels, a high disparity in the wages, a low involvement of the locals in this industry, and environmental consequences of this industrial activity. The research results have theoretical and practical importance, in particular, they can be used in socio-economic development strategies of the Irkutsk region northern districts.
