Potential for the Creation of Tourism and Recreation Cluster “Tourism Without Borders” in the Baikal National Park

Abstract

The urgency of creating a tourist and recreational cluster “Tourism without borders”, which is planned to be organized in the Irkutsk region of the Irkutsk region on the South-West coast of lake Baikal within the Central ecological zone of the Baikal natural area on the border of the Goloustnensky municipality (the village of Bolshoe Goloustnoe) and the Baikal national Park (PNP) in 120 km South-East of the city of Irkutsk. Presented to the new Baikal region tourism – perutourism. “Tourism without borders” or tourism for people with disabilities is successfully developing in many foreign countries. This type of tourism is relevant and promotes social adaptation and health improvement, which is extremely necessary for people with disabilities. Irkutsk region has a significant tourist and recreational potential (convenient geographical location, infrastructure, rich history, endemic nature of lake Baikal, etc.). The region has a network of specially protected natural territories (SPNT), which are best suited for the development of paritarisme. Identified different categories of partorito. Classification of perutourism and selected types of preterism. The structure of tourism and recreation cluster (Protocol cluster) “Tourism without borders” is presented. Studied natural and socio-economic preconditions for the establishment of paritarisme in Pribaikalsky national Park. Also discuss various types of rehabilitation influences of natural recreational resources and varieties of preterism in the social and physical rehabilitation of people with disabilities. The basic problems of the organization of leisure for partorito. In order to organize affordable tourism, a SWOT analysis was conducted, which is one of the universal tools that can be effectively used to develop a strategy for the development of affordable tourism in the territory. The SWOT analysis revealed strengths and weaknesses, as well as external opportunities and threats to the development of affordable tourism in protected areas. The results can become the basis of a competitive strategy for the development of affordable tourism in protected areas and should be implemented through a system of measures aimed at their use and strengthening. The study identified the features of the construction of routes for paraturists, identified requirements and developed recommendations for the arrangement of infrastructure facilities, given recommendations on the psychology and ethics of communication with this category of tourists. The implementation of a full-fledged project that will meet all the requirements for the organization of recreation for people with disabilities requires large capital investments. The organization of the Protocol cluster will contribute to the tourist and recreational development of the territory, improvement and employment of the local population.
