Using meteorological data the fluctuations of the refractive index of air was calculated, which are a measure of optical instability of the earth's atmosphere. The calculations are performed for standard pressure levels of the atmosphere in winter and summer periods and presented as a distribution on the surface of the planet. The results obtained gave the possibility to allocate areas perspectives for astronomical observations, as well as to compare astroclimatical conditions of the largest observatories in the world.
