Tourism and recreation zones are a type of special economic zones. The main objectives of their creation in Russia are attraction of investments into tourism, recreation and resort centers, and integration of the country into the world tourism market on the basis of the competitiveness growth of the national tourism product. Creation of such zones in the Baikal Region will make it possible to resolve the problem of socioeconomic development under the conditions of environmental constraints.
