The Construction Industry Cycle and Application of the Cycle Method in the Study of Construction Industry in Siberia

Abstract

The construction industry cycle and application of the cycle method in the study of construction industry in Siberia. The article presents an overview of different classifications of economic cycles, as well as spatial and temporal cycles performed in the last decade by leading domestic geographers. Within the industry position historical and geographical characteristics of the construction cycle is given. Construction industry in Siberia was considered within the macro-boundaries: in the Siberian Federal District, Tyumen Region with autonomous regions and the Republic of Sakha (Yakutia). The dynamics of its activities in terms of input of housing in the context of the Siberian regions for the 40-year period (1975–2014) is revealed. During the study period of the construction industry, a similar interval of twenty years for the cycle (“Kuznets cycle”) is observed in Siberia. The polynomial line (with a degree of 5) was chosen to display the trend line. An analysis of the construction industry in Siberia made it possible to distinguish several stages: the growth – from 1975 to 1990, the crisis – from 1990 to 2000, the lower turning point (bottom) 2000 and growth since 2001. This scenario is typical for most investigated regions. Revealed is the territorial differentiation and contrast nature of the industry's development in the study area: the 'leaders' regions (Tyumen region – oil and gas export of Russia) and “outsiders” regions (the Republic of Altai, Khakassia, Tyva – the economic periphery). The construction volume in the Tyumen region was so high that in the overall decline in construction volumes in 2000 they exceeded the “Soviet” indices of areas with new buildings (the Tomsk region, the Republic of Sakha (Yakutia).
