Investigation of the Water Protection Zones of Rivers Irkutsk

Abstract

The water protection zone and its part – a coastal protective strip, belongs to the plot of land for special purpose. Their primary role not only in regulation of a superficial drain from the surrounding territory, but also recreational function. Control and monitoring of the dynamics of a state are necessary for adoption of reasonable decisions on the contents and preservation of these sites. More intensively than all change of water protection zones occur in the cities. The natural assessment of a condition of protective coastal strips of the water protection zones of the rivers in borders of Irkutsk during the summer period of 2015 is carried out. The coastal protective territory 20 m wide, with a general extent of 78 km, by the area – 1560 sq.km is investigated. 303 sites are allocated: 76 – on the Angara river, 54 – on the Irkut, 106 – on the Ushakovkа and 69 – on the river of Kaiа. Field data on component and organizational structure are collected. The main components, according to an author's method it is offered to allocate sites: with an artificial covering, marshy, inaccessible, bared and with vegetable group. The separate attention was paid to the vegetable groups consisting not only from grassy vegetation, but also trees and shrubby. Actually only document regulating the maintenance of the water protection zones is the Water code. Which main requirements, to coastal and protective territories, it is possible to consider – open access and the maximum gardening wood and shrubby plantings. Violations of regulations of the contents, in particular building, placement of parkings and waste, both domestic, and industrial, lack of the storm sewerage removed in system of treatment facilities are revealed. The prevailing component of the organization are vegetable groups which make 67 %, but from them only 33 % are occupied with the developed trees and shrubby. Separately across coastal territories of the rivers: the greatest percent of sites with an artificial covering (16 %) is observed on coast of Angara, and inaccessible sites prevail along coast of river of Kai (34 %). Many violations of the water protection zones are connected with defects in legislative base, in particular – absence of regional standards and with lack of signs in these planted trees and shrubs territories of a special purpose.
